Move fcdProcess over to Python

Description

Because:

  • 2.0 will use more python / scons.
  • Remove dep on perl (useful for Windows users)
  • fcdProcess frightens some people. :)

Allen suggested to use  Cheetah for this, and after looking at it that seems to be a good idea.

New version - removed dependency on cheetah

A new version of the script Download is available. It does not require Cheetah any more and I verified that it produces the same code as fcdProcess.pl for all .fcd files in trunk, modulo whitespace changes.
